Apply for an asset protection permit (APP)

In most cases, you will need to apply for an Asset Protection Permit (APP) if you are planning to build (or undertake demolition works) in the City of Casey. You cannot start any building works (including the delivery of any materials and equipment) until a permit is granted.

Types of work that require an APP

This list includes, but is not limited to, the most common types of building works.

  • construction of a dwelling, unit, garage, pool house or building
  • demolition or removal of a structure
  • extension to a dwelling
  • additions or alterations to a dwelling
  • construction or installation of a swimming pool or spa
  • fencing with a continuous concrete strip footing, brick or masonry fencing
  • commercial or industrial development
  • structural or civil works

Other building works may need a permit. If the building work you are planning is not listed above, contact us to confirm if an APP is required.

Types of work that do not require an APP

This list includes, but is not limited to, the types of work on private land that do not require an APP.

  • construction of decking or a verandah
  • construction of a pergola, carport or alfresco
  • restumping or underpinning of a dwelling or unit
  • installation of a pool or spa safety barrier
  • office fit-out or tenancy fit-out
  • fencing

Council assets and public land restrictions

A Council asset is a structure that has a public service function and may require management and upkeep.

Council assets include, but are not limited to:

  • roads
  • footpaths
  • nature strips
  • kerb and channel
  • drainage pits and pipes
  • street furniture
  • signage
  • street trees
  • service pits

Access to public land and Council reserves is strictly limited. All requests are to be reviewed by the Asset Protection team before an APP can be approved.

These assets are protected under the Casey Community Local Law 2025.

Pre-existing damage to Council assets

When applying for an APP, ensure you disclose any existing damage to Council assets, including footpaths, nature strips, kerbs, roads, and drains. 

Should Council discover any damage upon a final inspection of your building site, whether new or previously unreported, you will be held liable for the repair or cost to repair to Council standards.

  • Inspect and photograph your building site for pre-existing damage to Council assets.
  • Notify us of any existing damage by completing and attaching a pre-existing damage report to your permit application.

Application fee and security bond

There are two payments required with your application:

  1. Non-refundable permit application fee: $364 plus GST
  2. A minimum security bond: $1500
    Bond amounts may be larger depending on the type of building work.

Note: For commercial and large-scale developments, including multi-lot subdivisions, you may need to pay a higher security bond. In such cases, we will issue you a revised security bond. You must pay the revised security bond in full before we can issue your permit.

Apply for an APP

What happens once you have applied for an APP

If approved, we will email your permit within 3-5 working days. Once you have received your permit, you can start your building works.

Your permit is valid for 24 months from the date of issue.

Reclaiming your security bond

To apply to reclaim your security bond, you must first notify us that you have completed work and request a final inspection.
