When to submit your plans

We can only review your engineering plans after:

  • your planning permit and any associated documents have been approved
  • the relevant development or subdivision master plan has been endorsed

Types of engineering plans

There are 4 types of engineering plans. The plans you need to submit will depend on what you are developing.

Engineering plans for Greenfields Subdivisions

Greenfields subdivisions are developments on vacant land. Your plans must comply with the Victorian Planning Authority’s Engineering Design and Construction Manual (EDCM). Please use this manual for detailed requirements of the engineering plans outlined below.

An engineering plan for a Greenfields Subdivision must include:

  • detailed road and drainage plans
  • a geotechnical report
  • a pavement design report
  • drainage catchment plans and calculations
    • Q5 for residential areas
    • Q10 for commercial and industrial areas
    • Q100 including overland flow path cross sections
  • ·vehicle swept path plans (for all intersections and court bowls)
  • a road safety audit report (for all intersections with arterial and secondary arterial roads)

Engineering plans for Infill Developments

Infill developments are developments in built-up areas. Depending on the age of the area, you may need to reference the City of Casey Standard Drawings to complete your plans.

For infill developments, you may be required to submit:

  • detailed development construction plans
  • Onsite Stormwater Detention (OSD) systems calculations in accordance with planning permit conditions. Please see our OSD design guidelines to help you design a compliant system.
  • drainage catchment plans and calculations
    • Q5 for residential areas
    • Q10 for commercial and industrial areas
    • Q100 including overland flow path cross sections

Environmental Management Plan

An Environmental Management Plan (EMP) is required for the construction phase of the project. It shows what the contractor must do during construction to protect the environment.

Street Lighting Plan

A Street Lighting Plan shows the positioning of street lights along new roads.
