The FOGO bin is now required for all new households from 1 July 2026. Existing properties will receive their FOGO bin between November and December 2026.
These updates will help Casey align with the Victorian State Government requirements. Using your FOGO bin is a simple way to make a big environmental difference. By separating food scraps and garden waste from general rubbish, valuable organic material can be turned into compost rather than sent to landfill. This helps reduce greenhouse gas emissions, supports healthier soils, and contributes to a more sustainable community.
If you do not have a FOGO bin, we will deliver one to your property in late November 2026. The size of your FOGO (lime-green lid) bin depends on your property size:
- 120 L bin (same size as your rubbish bin) for properties under 400 m²
- 240 L bin (same size as your recycling bin) for properties over 400 m²
We will include the FOGO service in your waste charge starting 1 January 2027. Your August 2026/27 Annual Rates Notice will show a charge for 6 months of service (from January to June 2027). Both FOGO bin sizes cost the same.

- What is the 4-bin waste service?
The Victorian Government is standardising household waste and recycling services across the state. It is required that all bin lids be the same across the state. By 2030, all councils will use the same 4 bin system with standard bin lid colours statewide, including:
- Food and garden bin (green lid)
- General rubbish bin (red lid)
- Co-mingled recycling bin (yellow lid)
- Glass recycling bin (purple lid)
- Why are all residents getting a FOGO bin?
The Food and Garden Organics (FOGO) bin is part of the Victorian State Government Kerbside Reforms, focusing on standardising waste and recycling services across the state.
All residential properties in the City of Casey must be provided with access to a Food and Garden Organics (FOGO) service by 2030. This change is required under the Victorian State Government’s Circular Economy (Waste Reduction and Recycling) Act 2021.
FOGO bins are designed to collect food scraps and garden organics, which are then processed into compost and other valuable products that are used across Victoria. The FOGO bin is essential for reducing landfill waste and promoting a sustainable environment.
- I don’t have a FOGO bin. When can I expect to receive this?
From 1 July 2026, new properties will receive a Food and Garden Organics (FOGO) bin.
All existing residential properties without a FOGO bin will receive one between 23 November and 4 December 2026.
- What is allowed in the FOGO bin?
- All food leftovers — meat, bones, fruit and vegetables, seafood, eggshells, baked goods, Fish and seafood (excluding hard shells such as oyster shells).
- Loose tea leaves and coffee grounds (excluding tea bags and coffee pods).
- Cooking oil (small amounts only. Pour it in, no containers)
- Used paper towels, napkins, newspaper and tissues (excluding paper plates).
- Small sticks, toothpicks, skewers and uncoated chopsticks (excluding other cutlery).
- Garden organics (including grass and small pruning’s), weeds, leaves and flowers, garden pruning’s and small sticks.
- What is not allowed in the FOGO bin?
- Plastic bags or liners
- Biodegradable bags, liners or other items
- Food packaging
- Soil or stones
- Ash or tree stumps
- Treated and painted timber, building or renovation materials, concrete brick, etc.
- General household waste
- Dog droppings or animal manure
- Can I use compostable bags in Casey’s FOGO service?
We have chosen not to allow compostable bags to ensure we collect the cleanest material possible and create a high-quality compost product with a strong end market.
Information from other councils using compostable bags indicates a higher contamination rate from people using non-compostable plastic bags (which are not compostable) or stuffing bags with unacceptable items from the kitchen bench (e.g., plastic wrap off produce).
Our FOGO contamination rates are currently low. If contamination rates increase, we will incur penalty charges from our processor, which will need to be passed on to residents.
- Can existing properties request a smaller 120 L FOGO bin?
Properties that already have a FOGO bin will be entitled to change the size of their FOGO bin from 1 January 2027.
- What if I already compost at home?
Home composting is still encouraged. The FOGO (Food Organics and Garden Organics) bin is a great way to complement your home composting efforts, as it can accept items that are not suitable for typical home compost systems. This includes materials such as citrus, meat and bones, dairy products, and spoiled food.
- What size are the FOGO bins being delivered to existing properties?
The size of your Food and Garden Organics (FOGO) bin will depend on your property size:
- 120 L bin (same size as your rubbish bin) for properties under 400 m².
- 240 L bin (same size as your recycling bin) for properties over 400 m².
- When can I start to use my bin, and when will collection commence?
Residents can start using their new Food and Garden Organics (FOGO) bin as soon as they receive the bin. FOGO bins are collected fortnightly. To find out when your collection is, visit Find your bin day.
- Is this new FOGO bin optional? Am I able to opt out?
No. Victorian State Government legislation requires each residential property with a waste charge to have a Food and Garden Organics (FOGO) bin on the premises. There is currently no option to opt out of this service.
- Will my waste charge increase as a result of having the new FOGO bin?
Yes, there will be an increase in the waste charge. This charge is finalised annually through the budget process and has yet to be determined.
The Food and Garden Organics (FOGO) service will be included in your waste charge from 1 January 2027. Your August 2026 rates notice will include a charge for 6 months of the service (from January to June 2027). There is no cost difference between the two sizes for the FOGO bin.
- Can a resident in a property under 400 m² request a 240 L bin
