Road and rail advocacy priorities

Investment in road and rail infrastructure is critical to keeping Casey connected as the community continues to grow. Council has identified priority projects to improve safety, ease congestion, and strengthen access to jobs, education, and services.

The priorities shown below highlight where funding is required to deliver lasting benefits for residents, businesses, and visitors. Council is advocating for timely investment from the State and Federal Governments to progress these projects.

Council is also advocating for appropriate road declarations to ensure key routes are managed at the right level and can be upgraded in line with their function and growing demand.

1. Clyde Rail Link

Delivery of a duplicated rail extension from Cranbourne to Clyde to connect the growing communities of Cranbourne East, Clyde North and Clyde.

The project will require new stations at Cranbourne, Cranbourne East, Casey Fields and Clyde. It will also include an expanded bus interchange at Cranbourne, and future train stabling in Clyde.

The project represents an opportunity to create a legacy for the southeast region and act as a catalyst for positive urban renewal that reinvigorates and connects communities.

2. Thompsons Road Upgrade and Extension

Upgrade and extension of Thompsons Road from Berwick-Cranbourne Road in Clyde to Koo Wee Rup Road in Pakenham. The project will deliver:

  • A 30km cross-metropolitan high-capacity transport, freight and public transport route from Carrum to Pakenham, servicing Frankston, Greater Dandenong, Casey and Cardinia
  • Unlock the southeast employment corridor (up to 100,000 local jobs) and new freight and residential land and create over 500 construction jobs
  • Enable regional connections to Gippsland (M1), South Gippsland (C422), Mornington Peninsula (M780 and M11) and the EastLink (M3).
3. Clyde Road Corridor Upgrade

Delivery of a safer and upgraded Clyde Road Corridor including Clyde Road, Berwick-Cranbourne Road, Clyde-Five Ways Road.

The project will duplicate up to 14km of arterial road (up to three lanes in each direction), signalise intersections, build new shared path connections, install new bus stops and pedestrian crossings, improve traffic management technology, and provide necessary planning for Clyde-Five Ways Road and Ballarto Road to accommodate future growth.

The corridor is the primary and most congested north-south arterial road corridor in the City of Casey, providing a vital connection between Berwick, Cranbourne, Clyde North and Clyde.

The project can be delivered in two stages, with Stage 1 prioritising the duplication of up to 8km of arterial road between Thompsons Road and South Gippsland Highway.

4. Greaves Road and Pound Road Upgrade

Duplication of Pound Road and Greaves to deliver a safe and efficient east–west transport link between Dandenong South and the Princes Freeway.

The project includes duplication of approximately 7 km of arterial road, along with any necessary upgrades to key intersections, including Shrives Road, The Avenue/Wood Road, Kilberry Boulevard, Amberly Park Drive and Moondarra Drive.

Additional works include new pedestrian crossings at bus stops and water culvert upgrades.

These improvements will reduce congestion, improve safety and travel reliability, enhance access for public transport users and pedestrians, and support efficient freight and commuter movement across Casey’s growing residential and employment areas.

5. Hallam Road Duplication

Duplication of Hallam Road between Pound Road and Princes Highway. This project aims to reduce congestion and improve safety and connectivity for the Hallam area, Hallam Station, and the surrounding community.

The project includes duplicating and widening Hallam Road to four lanes, constructing a new signalised intersection at Ogrady Road and Centre Road, and building a new bridge over the Hallam Main Drain.

These improvements will enhance traffic flow and provide safer, better connectivity for the Hallam area and its residents.

6. Narre Warren-Cranbourne Corridor Upgrade

A corridor study is required along Narre Warren–Cranbourne Road between Saxonwood Drive and Mack Road, Narre Warren and Narre Warren South, to identify the most effective solutions to improve safety, reduce delays caused by right-turn movements, and enhance access to bus stops.

The project may include signalised intersections with pedestrian crossings at Fleetwood Drive and/or Golf Links Road, right-turn restrictions at selected side streets, and new pedestrian crossings or refuges at Norfolk Drive and at bus stop locations near Mack Road.

These improvements will improve traffic efficiency, increase safety for all road users, and enhance access to public transport along a key arterial corridor.

7. Glasscocks Road Extension

Extension of Glasscocks Road to deliver a future east–west arterial route connecting Officer South to the Dandenong South employment area, extending from Frankston–Dandenong Road to Officer South Road. The project will improve connectivity between growing residential communities and major employment hubs in Casey, Cardinia and Dandenong, strengthening access to more than 65,000 jobs across Dandenong, Casey Central, Officer South and Cardinia through a new east–west transport link.

The priority is Stage 1, from Narre Warren–Cranbourne Road to William Thwaites Boulevard, which will establish the initial and most critical section of the corridor.

Stage 2A (Frankston–Dandenong Road to Western Port Highway) and Stage 2B (Western Port Highway to South Gippsland Highway) will complete the central sections of the route, followed by Stage 3, from Ferdinand Drive to Officer South Road, to complete the full corridor.

Together, these staged upgrades will support freight and commuter movement, improve network resilience, and enable future growth across Melbourne’s south-east.

8. Evans Road Duplication

Duplication of Evans Road from South Gippsland Highway to Duff Street to reduce congestion and improve safety and connectivity for the surrounding network. Key project benefits include:

  • the duplication and widening of Evans Road to four lanes (two lanes each way)
  • a new bridge over the railway line
  • intersection upgrades at Boland Drive, Breens Road and Duff Street
  • a safe walking and cycling network plus crossing facilities.

The project can be delivered in two stages, with Stage 1 prioritising the duplication of up to 2km of arterial road between Thompsons Road and Central Parkway.

9. Wilson Botanic Park Traffic Signals

Delivery of a new signalised intersection at Coniston Avenue and the Wilson Botanic Park access road, including pedestrian crossings to bus stops and an upgrade of street lighting to improve access for families, tourists, and public transport users while supporting the safety and amenity of this key recreational destination.

10. Soldiers Road pedestrian bridge over Princes Freeway and intersection Upgrade

Funding to deliver a business case and feasibility study, followed by design and construction of a new pedestrian and cycling bridge over the Princes Freeway at Soldiers Road, with integrated shared paths and upgrades at the Soldiers Road / Kangan Drive intersection.

Currently, only a single narrow footpath is provided along the Soldiers Road bridge over the Princes Freeway, forcing more than 200 students and pedestrians onto the roadway during peak periods.

Upgrades at this location will provide safe alternatives to driving, reduce congestion, and enable efficient movement to Beaconhills College, Haileybury College and through the Berwick Health and Education Precinct.

Note: This project is subject to a feasibility study.

11. Ballarto Road Upgrade

Upgrade of Ballarto Road between South Gippsland Highway and Clyde-Five Ways Road, including a new signalised intersection at Clyde-Five Ways Road.

12. Linsell Boulevard Upgrade and Extension

Duplication and extension of Linsell Boulevard to further strengthen the east-west arterial network servicing the Cranbourne, Cranbourne East, and Clyde North precincts by creating a link for three major arterial roads in the southeast.

With the recently completed Narre Warren-Cranbourne Road duplication, this project will:

  • reduce heavy vehicle and through traffic in the Cranbourne Major Activity Centre
  • build on plans to revitalise the Cranbourne Major Activity Centre and improve safety
  • improve road freight operation on the major arterial road network.

The project can be delivered in two stages, with Stage 1 prioritising the arterial road declaration and duplication of Linsell Boulevard between Clyde Road and Narre Warren-Cranbourne Road.

13. High Street Cranbourne Upgrade

Funding to deliver streetscape upgrade in the vibrant heart of the Cranbourne Major Activity Centre. This initiative aims to enhance accessibility and safety for buses, pedestrians, and cyclists, creating a more inviting and greener environment for the community while also attracting investment.

Works may include:

  • a reduction in traffic lanes from six to four on High Street to support new bus lanes and protected bike lanes
  • a new signalised intersection at Lyall Street and High Street, including upgrade to the Lyall Street bus interchange
  • placemaking at Bakewell Street and Greg Clydesdale Square
  • street trees, landscaping and public amenities.
14. Shrives Road Upgrade and Narre Warren CBD Bypass

Funding to deliver a business case and feasibility study to determine the preferred bypass route for Narre Warren Village.

A bypass is required to revitalise the Narre Warren Village shopping precinct and activity centre, improve active and public transport links to the Village, and reduce throughtraffic by upgrading the connection between Pound Road, Shrives Road and Cranbourne Road.

Two potential bypass options have been identified for further detailed investigation:

Option 1

  • Duplication and widening of Pound Road and Shrives Road between Hallam Road and Centre Road
  • Widening Centre Road and Fullard Road to four lanes between Shrives Road and Cranbourne Road
  • Two new bridges over Hallam Main Drain and the drainage easement
  • Converting the Pound Road / Shrives Road roundabout to traffic signals
  • Upgrading intersections at Centre Road / Shrives Road and Fullard Road / Cranbourne Road
  • New shared paths

Option 2

  • Duplication and widening of Pound Road and Shrives Road to four lanes
  • A new direct road connection between Shrives Road and Fullard Road along the south side of the drainage easement
  • One new bridge over Hallam Main Drain
  • Converting the Pound Road / Shrives Road roundabout to traffic signals
  • Upgrading the Fullard Road / Cranbourne Road intersection
  • Upgrading existing roads and bridges to redirect traffic onto the bypass and discourage through traffic on Webb Street
  • New shared paths
15. Dandenong Bypass

Delivery of the Dandenong Bypass extension to connect the eastern end of the existing Dandenong Bypass at the South Gippsland Highway to the South Gippsland Freeway, providing a direct east–west link between the South Gippsland Freeway and the Western Port Highway.

The project will ease congestion on the South Gippsland Highway and surrounding local roads, complete the bypass of the Dandenong Activity Centre, and improve traffic efficiency across the broader network. By improving east–west connectivity, the project will also support access to and growth of the Noble Park and Springvale activity centres, strengthening economic activity and movement across Melbourne’s south-east.

Future arterial roads and upgrades

The Department of Transport is responsible for managing the arterial road network. Council is advocating for key strategic roads to be declared arterial to ensure they receive appropriate management and future upgrade investment.

  2. Ballarto Road, Cranbourne-Frankston Road to Western Port Highway

  4. Thompsons Road. Clyde Road to Cardinia Creek
  5. Hardys Road, Clyde Road to Bells Road
  6. Grices Road, Clyde Road to Cardinia Creek
  7. Ballarto Road, Clyde-Five Ways Road to Twyford Road
  8. Ballarto Road, South Gippsland Highway to Clyde-Five Ways Road
