Walking and cycling play an essential role in how people move around Casey.
Council is advocating for increased State and Federal Government investment to improve safety, fill missing links and create more convenient, connected routes for people of all ages and abilities.
Our active transport priorities focus on delivering safer crossings, continuous paths and better access to everyday destinations—supporting healthier travel choices, reducing reliance on cars and making active travel a practical and attractive option across Casey.

- 1. Wilson Botanic Park Traffic Signals
Delivery of a new signalised intersection at Coniston Avenue and the Wilson Botanic Park access road, including pedestrian crossings to bus stops and upgraded street lighting to improve access for families, tourists and public transport users, while supporting the safety and amenity of this key recreational destination.
Wilson Botanic Park attracts more than 600,000 visitors each year, and pedestrians currently face significant challenges crossing the highly trafficked and unsafe Princes Highway. These upgrades are essential to provide safer movement and improve community access.
- 2. Soldiers Road Pedestrian Bridge over Princes Freeway
Funding to deliver a business case and feasibility study, followed by design and construction of a new pedestrian and cycling bridge over the Princes Freeway at Soldiers Road, with integrated shared paths and upgrades at the Soldiers Road / Kangan Drive intersection.
Currently, only a single narrow footpath is provided along the Soldiers Road bridge over the Princes Freeway, forcing more than 200 students and pedestrians onto the roadway during peak periods.
Upgrades at this location will provide safe alternatives to driving, reduce congestion, and enable efficient movement to Beaconhills College, Haileybury College and through the Berwick Health and Education Precinct.
Note: This project is subject to a feasibility study.
- 3. South Gippsland Highway Pedestrian Signals near Evans Street
Installation of pedestrian-operated signals providing safe access to Tooradin Recreation Reserve and local residential areas.
Local residents and community groups in Tooradin currently face unsafe, indirect routes to the Tooradin Recreation Reserve, Tooradin Primary School, and nearby bus stops.
Improved pedestrian infrastructure will provide safer, more direct connections to these key community facilities, supporting everyday access for families, schoolchildren, and groups such as the Tooradin Foreshore Committee, Tooradin Sports Club, and Tooradin Lions Club.
- 4. Evans Road New Path between Thompsons Road and Paramount Boulevard
Delivery of missing path link along Evans Road, south of Thompsons Road, to Paramount Boulevard, and new crossing point at Volk Road.
There's a lack of safe walking infrastructure on Evans Road, south of Thompsons Road, which creates a significant barrier to accessing Merinda Park Railway Station, Rangebank Business Park and growing commercial and industrial precinct, and various health facilities.
Completing this missing link will improve safety and accessibility and support active and sustainable transport modes, reducing car dependency along a heavily trafficked road corridor.
- 5. Clyde Road to Kangan Drive Path Link
Delivery of a shared-use path along the Princes Freeway reserve connecting Clyde Road to Kangan Drive.
The project will provide a safe and direct connection to the Berwick Health and Education Precinct, including St John of God Hospital and Casey Hospital, supporting residents, students, staff, and visitors. This link will strengthen access to one of the region's most significant employment and health precincts, enhancing overall connectivity, especially for Berwick residents south of the freeway.
- 6. Heatherton Road Pedestrian Signals at Grove End Road
Installation of pedestrian-operated signals at Heatherton Road and Grove End Road. This project will deliver improved safety and more accessible crossing options, making it easier for Endeavour Hills residents to access local shops, medical centres, and nearby bus stops.
- 7. Railway Road to Twyford Road New Path and Pedestrian Crossing
Delivery of a new walking path and a safe pedestrian crossing between Railway Road and Twyford Road, Clyde. The project includes constructing a shared path on VicTrack land and installing a crossing point on Twyford Road to support safe school and community access.
There is an immediate need to address safety for students of Clyde Primary School and Clyde Secondary College regularly travelling from Clyde Township (Railway Road) and nearby estates across Twyford Road in Eliston Estate. There is no formalised path or safe crossing, forcing vulnerable users to use informal tracks across VicTrack land.
A dedicated path and safe crossing point would provide students and families with a secure and accessible way to reach both schools. It also supports broader active transport outcomes in a rapidly growing community where demand for safe walking and cycling connections is increasing.
- 8. Cranbourne-Frankston Road New Path and Pedestrian Crossing near Ballarto Road
Delivery of missing path link and pedestrian-operated signals on Cranbourne-Frankston Road near Ballarto Road to improve safety and connectivity for Brompton Lodge and the surrounding new Cranbourne West estates.
The project will provide safe and direct access for families and children accessing Clarinda Village shops, Barton Primary School, Mayonebulluk Family and Community Centre and nearby health and learning centres. Two potential options can deliver this project: either a new direct path connection along the western side of Cranbourne-Frankston Road, or a new crossing on Cranbourne-Frankston Road north of Ballarto Road connecting to the existing path network.
- 9. O'Shea Road Pedestrian Signals near Wordsworth Drive
Delivery of pedestrian-operated signals on O'Shea Road near Wordsworth Drive to provide safe crossing opportunities for all ages and improved access to the newly delivered GAIC-funded Route 831 Extension. The project will also provide a more connected transport network for Kingsmere Estate, the growing Minta Farm Estate and the surrounding new communities.
- 10. Clyde Road Pedestrian Signals near Alisma Boulevard
Delivery of pedestrian-operated signals on Berwick-Cranbourne Road near Alisma Boulevard to provide safe crossing opportunities for all ages and improved access to bus services, supporting a more connected, walkable transport corridor for the growing Cranbourne North and Clyde North communities.
The proposed pedestrian-operated signals will also support the safe and future delivery of additional pairing bus stops for Route 888 at this location, ensuring improved public transport access as surrounding growth areas continue to develop.

The proposed pedestrian-operated signals will also support the safe and future delivery of additional pairing bus stops for Route 888 at this location, ensuring improved public transport access as surrounding growth areas continue to develop.
- 12. Princes Highway and Webb Street Intersection Upgrade
Traffic signal upgrades to prioritise pedestrian and cycling movements across Princes Highway by removing slip lanes and providing priority crossings. This project will improve safety for pedestrians and cyclists, enhance transport operations along the Webb Street corridor, and support access to Narre Warren Fountain Gate, Narre Warren Village, and the railway station.
- 13. Narre Warren-Cranbourne Road Pedestrian Safety Improvements at Norfolk Dr, Fleetwood Dr and Golf Links Rd
Funding to deliver a feasibility study and design to support the delivery of safe crossing points and connecting paths across Narre Warren-Cranbourne Road.
Residents living on the eastern side of Narre Warren–Cranbourne Road currently have no safe or direct way to cross the arterial to reach nearby bus stops, forcing long detours or unsafe crossing behaviour. This gap in the network limits public transport access and reduces walkability for families, students and older community members.
A feasibility study is required to determine the most appropriate safety treatments along the corridor and identify a deliverable solution through detailed design that improves pedestrian safety and strengthens access to essential services.
- 14. Eumemmering Creek to Lysterfield Lake Trail
Delivery of missing path link along the Eumemmering Creek, from Doveton, Eumemmering to Lysterfield Lake.
Completing the missing links along this multi-use trail will aim to provide a connection across five suburbs and three district sports reserves, following the Eumemmering Creek and Lysterfield Lake corridor. This vital link will enhance walking, cycling, and equestrian access, boosting recreation and transport options.
Council is also seeking funding to undertake a feasibility study and detailed design for the final 1km stretch to Lysterfield Lake along Reservoir Road, completing the trail's connection.
- 15. Narre Warren Cranbourne Road Active Transport Bridge to Railway Station
Delivery of a continuous east–west active transport connection linking communities northeast of the rail line with the Narre Warren Metropolitan Activity Centre, Narre Warren Village, Fountain Gate and the railway station. The project includes a new active transport bridge over the railway line and Narre Warren–Cranbourne Road, providing a safe and direct crossing of the arterial and rail corridor and removing a major barrier for people walking and cycling to key destinations.
The bridge connection can be complemented by a new path connection from Saxonwood Drive or Vimini Drive, strengthening direct access to the station precinct and surrounding activity centres.
