Bus network advocacy priorities

Improving bus services is essential to ensuring equitable, reliable and sustainable transport options for our growing community. Despite Casey’s size and rapid population growth, less than 3.5% of journeys to work are made by public transport, while more than 66% of residents travel to work by car — significantly higher than the Victorian and national averages.

With almost 18% of residents working from home (ABS 2021), there remains a strong need for frequent, reliable and well‑connected bus services that link people to jobs, education, health care and essential services.

Council is advocating for funding investment to improve bus services and infrastructure across the City of Casey. This funding is critical to delivering a fairer, more connected bus network that meets the needs of all residents.

Key projects

Council’s highest priorities focus on improving service coverage, increasing frequency, strengthening connections to key destinations, and delivering safer bus infrastructure. These improvements are essential to ensuring public transport is accessible, reliable and responsive to Casey’s continued growth.

Council is advocating for a range of network‑wide enhancements, including:

  • More frequent services to reduce waiting times and improve reliability, including increased service frequency on Route 828 and 893.
  • Better integration with the rail network through coordinated timetables
  • Simpler and more direct routes to improve legibility and reduce travel times
  • Targeted realignments to optimise existing routes
  • Supporting infrastructure that improves bus performance and customer experience
  • Early provision of bus services in growth areas so residents have access from the first occupancy
Bus network coverage improvements

The following projects represent Council’s highest priorities for improving Casey’s bus network.

  1. Re-route existing bus to service estates east of Lyndhurst Boulevard
  2. New bus service for estates north of Ballarto Road, between Clyde-Five Ways Road and South Gippsland Highway
  3. New bus service for estates on Clyde-Five Ways Road, north of Ballarto Road
  4. Re-route existing bus to service estates north and south of Glasscocks Road, between Sherwood Road and Narre Warren-Cranbourne Road
  5. New bus service for estates west of Craig Road, between South Gippsland Highway and Browns Road
  6. New bus service to service estates north of Ballarto Road, west of Muddy Gates Lane
  7. Extend existing bus route to provide additional service options for estates north and south of O'Shea Road, and Greaves Road
  8. Re-route existing bus via Hampton Park SC
  9. Re-route existing bus for more direct service to Casey’s coastal villages, and in addition, introduce FlexiRide in Tooradin
  10. New bus service from Tooradin to Frankston via Baxter
  11. Extend the existing bus route from Pearcedale to Clyde via Botanic Ridge
  12. Extend the existing bus route to service Moonlit Sanctuary

Additional bus network advocacy projects

Free public transport trial in outer Melbourne
  • Council is advocating for a trial of free public transport in outer Melbourne to test if cost is a factor in travel decisions (12 months minimum).
  • The trial could be limited to Casey only, off-peak services, weekends and/or bus services only.
  • A trial in outer Melbourne provides some parity with the CBD free tram zone, which began as a trial, noting that significant improvements are needed for outer Melbourne's public transport.
  • Council first identified the project in its submission to Infrastructure Victoria's Draft 30-Year Infrastructure Strategy in March 2021.
Lyall Street bus interchange

Together with the upgrade of High Street Cranbourne, Council is advocating for upgrades to the existing Lyall Street bus Interchange as it is a key public transport connection within Cranbourne that requires improved safety and accessibility.

The project aims to deliver an upgraded bus interchange, active transport, and streetscape improvements on Lyall Street. It will improve bus user experience and safety for all ages and abilities, promote sustainable transport, and improve connectivity.
