Electoral signs

Electoral signage is regulated to ensure signs are displayed safely, legally and in a way that protects public spaces and community amenity.

This section provides guidance for political parties and electoral candidates regarding the display of electoral signage within the City of Casey.

Under the Casey Community Local Law 2025 electoral signage means promotional signage used by candidates or political parties in connection with any Federal, State or local government election.

Signs on public land

Electoral signage is not permitted on public land, including Council land, reserves, roads or public places.

The Casey Community Local Law 2025 does not provide an approval process or permit pathway for electoral signage to be placed on Council land or within public places.

Under section 34(2) of the Casey Community Local Law 2025, a person, political party or electoral candidate must not place, cause or allow electoral signage to be placed in or on a public place, Council land, reserve or road.

This restriction helps protect public spaces, maintain community amenity and ensure Council land is not used for private advertising purposes.

Electronic variable message signs (digital advertising signs) are also not permitted on public land for advertising purposes. Under section 55(4) of the Casey Community Local Law 2025, a person must not place, cause or allow an electronic variable message sign to be placed in or on a public place, Council land, reserve or road for the purpose of advertising.

Advertising boards on vehicles

Vehicles displaying political advertising must comply with all relevant parking and road rules.

  • Vehicles must be parked legally in accordance with the Road Safety Road Rules.
  • Vehicles and trailers with a combined length of more than 7.5 metres can only be parked in a built up area for a maximum of one hour.
  • Vehicles with advertising boards that are parked in prominent locations for the purpose of displaying advertising may be considered signage and may require approval.

Bill posting and attaching signs

Signs must not be attached to any fixed structure without the permission of the owner, occupier or manager of the structure.

Fixed structures may include:

  • light poles
  • traffic poles
  • bus stops
  • other public infrastructure.

This is considered littering and would be dealt with under the provisions of the Environment Protection Act 2017. Approval will not be granted for political signage to be placed on City of Casey infrastructure.

Distribution of printed electoral material is permitted, provided it does not constitute littering as outlined above.

Compliance and enforcement

The City Compliance Team monitors compliance with the Casey Community Local Law 2025.

Where electoral signage is displayed in breach of the requirements, officers may take enforcement action, including impounding signs and issuing infringement notices.

Signs on private property

Political signage displayed on private property does not require a planning permit, provided it meets the following requirements:

  • Only one sign is displayed
  • The sign is no larger than 5 square metres
  • The sign is not animated or internally illuminated
  • The sign is removed no later than 14 days after the election date
  • The sign may include information about a candidate.

If you meet these requirements then is no permit is needed.

You can apply for a planning permit for signage that does not meet these requirements. It will be subject to the provisions of the Casey Planning Scheme.

Business signs

You must apply for a footpath trading permit to display an A-frame sign for your business.

Event signs

You must apply for a community event sign permit to display signs for both community non-profit and business events.
