Animal cruelty
If you believe someone is intentionally harming an animal, you can report them anonymously to:
- The RSPCA
- The police
Council officers are not authorised to investigate animal cruelty matters.
Examples of animal cruelty can include:
- intentionally harming animals
- neglecting animals
Puppy farms
Puppy farms are illegal and will be investigated by Council or the RSPCA. If you are concerned that someone may be operating a puppy farm please contact Council:

Injured wildlife
If you find an injured animal you should:
- Report the emergency online on the Wildlife Victoria website (for relevant animals) or call them on 8400 7300.
- Find the correct emergency contact from the Department of Environment, Land, Water and Planning.
Council officers are not authorised to handle injured wildlife.
