Issuing of planning permit - July 2026

Following the decision at the February Council Meeting, an application to review Council's decision was lodged with the Victorian Civil and Administrative Tribunal (VCAT).

A compulsory conference was held in VCAT in June, and the applicant consented to the permit being granted with amendments to some conditions. At the compulsory conference, the parties confidentially discussed ways to resolve their dispute with the help of a VCAT member.

Council has now issued the permit, and the developer is currently obtaining the approvals and documents required under the permit before site works can commence.

What happens next?

Residents may begin to see activity on the site in the coming weeks. The Developer has advised that the development will occur in stages, with early works for a site compound and sales office in July followed by civil works in August.

February 2026 update

We understand there has been significant community interest in the planning permit application for the Cranbourne Golf Course at 750S Glasscocks Road, Cranbourne North.

The application (PA24-0697) has been called in by Councillors under Council’s Land Use Planning Protocols given its potential impact on local amenity, infrastructure and employment. This means Councillors, rather than Council officers, will consider the proposal and make the final decision. 

The application will be considered at Tuesday night’s Council Meeting (17 February 2026). The agenda for this meeting is now live on Council’s website and includes the full Council report on the planning permit application for those who wish to read more detail.
