Prescribed Documents

Council must make Prescribed Documents available for public inspection. This is under the Local Government Act 1989 and Local Government (General) Regulations 2015 – Regulation 12.

Some documents require that you submit the Application to Inspect Prescribed Documents form.

Document inspections are made by appointment between 9am–5pm. They're held at Bunjil Place.

Legislative provision/document Location

Regulation 12 (a)

Details of overseas or interstate travel (other than interstate travel by land for less than 3 days) undertaken in an official capacity by any Councillor or member of Council staff in the previous 12 months, including:

  • the name of the Councillor or member of Council staff
  • the dates on which the travel began and ended
  • the destination of the travel
  • the purpose of the travel
  • the total cost to the Council of the travel including accommodation costs 

The Public Travel Register (without officer names) is available online.

This register is uploaded every quarter.

 The full register (with officer names) is available by inspection only.

Due to the Privacy Act 2014, the names of the officers undertaking the travel has been excluded from the public version. 

Regulation 12 (b)

Agendas for, and Minutes of, ordinary and special meetings of Council held in the previous 12 months which are kept under section 93 of the Act, other than those agendas and minutes relating to a part of a meeting which was closed to members of the public under section 89 of the Act and are confidential information within the meaning of section 77(2) of the Act.

Council meeting agendas are available from noon on Thursday before a Council meeting. The minutes are published by 12pm the Thursday after the Council meeting. 

Regulation 12 (c)

Minutes of meetings of special committees established under section 86 of the Act and held in the previous 12 months, other than those minutes relating to a part of a meeting which was closed to members of the public under section 89 of the Act and are confidential information within the meaning of section 77(2) of the Act.  

The Planning Committee Meeting delegations were revoked on 8 November 2018 at the Council Meeting and the General Purposes Committee Meeting no longer exists. The previous agendas and minutes are online.

Regulation 12 (d)

A register of delegations kept under sections 87(1) and 98(4) of the Act, including the date on which the last review took place under sections 86(6) and 98(6), respectively, of the Act.

You must apply to inspect.

Regulation 12 (e)

A document containing details of all leases involving land which were entered into by the Council as lessor, including the lessee and the terms and the value of the lease.

You must apply to inspect.

Regulation 12 (f)

A register maintained under section 224(1A) of the Act of authorised officers appointed under that section.

You must apply to inspect.

Regulation 12 (g)

A list of donations and grants made by the Council in the previous 12 months, including the names of persons who, or bodies which, have received a donation or grant and the amount of each donation or grant. 

You must apply to inspect.

Certified Voters Roll

The Certified Voters Roll is available for inspection from the day the Voters Roll is certified and ending 30 days after election day. 

The next Local Government Election will be held in October 2020.

There are currently no Voters Rolls available for public inspection.

Section 62A

Section 81 (10)

Register of Interests – returns lodged by Councillors, Members of Special Committees and Nominated Council Officers.

You must apply to inspect.

Under Section 81(10) of the Local Government Act 1989, a written application must be lodged with the Chief Executive Officer to inspect the Register of Interests.
