Where the plan applies
The Plan applies to the land in the Manuka Road Precinct, Berwick outlined in red in the below image. The precinct is bounded by Manuka Road to the west, Allan Street to the south and the Cardinia Creek Regional Parklands to the north and east.
Council is working with Veris Town Planning and Parklea Developments to investigate future development of the Manuka Road Precinct by preparing a new Development Plan (the Plan) for public consultation.
Planning Scheme Amendment C231 to the Casey Planning Scheme was gazetted on 20 May 2021 and resulted in the rezoning of the land to the Neighbourhood Residential Zone and the application of a Development Plan Overlay. The amendment also amended the boundaries of two Heritage Overlays within the precinct.
Council is now undertaking community consultation on the draft Plan for the Manuka Road Precinct, Berwick.
If adopted by Council, the Plan would provide guidance for future planning permit applications for residential development to be lodged in the Manuka Road Precinct. The Plan may provide for up to approximately 165 residential allotments, high levels of connectivity with surrounding parklands and more than two hectares of local open space. Any future permits granted must be generally in accordance with the adopted plan.
The Draft Manuka Road Development Plan is on community consultation from Wednesday 7 December 2022 until 11:59pm Sunday 29 January 2023.

The planning process seeks to be transparent and open. A copy of your submission in full or in part may be made available to the proponent of the request for the express purpose of resolving issues. If the adoption of the Development Plan is considered by Council rather than under delegation by officer, your submission will be published in the Council agenda available online on the City of Casey website. The agenda is a public document which may be available indefinitely.
Prior to publishing in the Council meeting agenda, or providing to the proponent, Council will redact your name, address, email and phone number and statements in the body of the submission that provides context to the submission, but may enable readers to assume who the writer is.
By making a submission, you authorise Council to copy your submission and make it available to the public as set out above. You warrant that (a) you are the owner of copyright in your submission and (b) the use of the submission by Council as described will not breach any third party’s copyright.
