The Community Infrastructure Levy (CIL) is a one-off payment to help fund the cost of community infrastructure. It’s made by property owners in residential developments/estates in growth areas.
Each growth area precinct has different and unique infrastructure requirements. The Development Contributions Plan (DCP) sets out which CIL payments fund which infrastructure projects for that growth area.
What does the CIL pay for?
- Sporting pavilions
- Recreation facilities
- Community facilities (as detailed in the relevant DCP)
When to pay the CIL
You can pay the CIL any time after you buy a block of land and the land title is transferred to your name.
By law, CIL must be paid before a building permit can be issued, under Section 24(5) of the Building Act 1993. The building surveyor cannot issue a building permit until the CIL has been paid.
Most builders will ask you for a copy of the CIL payment receipt. If you need a copy please email email@example.com. Please include your name and new property address in the email request.
The CIL is charged on a per dwelling basis. The amount payable varies between different Precinct Structure Plans (PSPs) or housing estates.
The CIL is subject to annual indexation. It’s currently capped at $1,190.00.

Can you invoice me for the CIL?
Yes, we can provide an invoice. Email your request to firstname.lastname@example.org. You must include your details and property address. The only payment method for this invoice is via BPAY.
