General

Council commenced a comprehensive review of its rating strategy in December 2004 by establishing a Community Rate Review Committee. The Rating Strategy, adopted by the Council in January 2008, represents Council’s view on the best rating system for the City of Casey following its consideration of a range of material, including the views expressed in the Council commissioned Community Rate Review Committee Report, data presented by Council officers, and through a strategic process undertaken with the assistance of the Municipal Association of Victoria.

Council has been conscious of the need to consider the fundamental principles that should underpin decisions about the rating system. This involved giving definition to the requirements it must observe under the Local Government Act, considering options consistently against an appropriate framework and basing decisions on evidence rather than relying on the conventional wisdom that has evolved around council rate setting that may have little basis in fact.
